Parliamentary Forum at the Second High-Level Meeting of the Global Partnership for Effective Development Cooperation Jointly organized by the Inter-Parliamentary Union, the Parliament of Kenya and the Association of European Parliamentarians with Africa

	The Second High-Level Meeting of the Global Partnership for Effective Development Cooperation (GPEDC) will take place at the Kenyatta International Convention Center in Nairobi, Kenya, from 28 November to 1 December 2016. The GPEDC was founded in Busan, Korea, in 2011. It is a multi-stakeholder partnership designed to facilitate the implementation of development cooperation commitments at national and global levels. As the sum total of all public and private financial and other assistance provided to developing countries, development cooperation will play a critical role in implementing the Sustainable Development Goals that are designed to eradicate poverty and set the planet on a sustainable course. The first major gathering on this subject took place two years ago in Mexico. This second High Level Meeting (HLM2) will help to chart the future course of development cooperation based on a major global review conducted this year. The Meeting will conclude with a declaration and a series of new initiatives. These will improve the quality and quantity of development cooperation, establish greater transparency and accountability, and aim for better results on the ground. Participants will include ministers, heads of development agencies, parliamentarians, mayors, as well as representatives from civil society, trade unions, and the private sectors. The IPU is the representative of parliaments on the Steering Committee of the GPEDC. Together with AWEPA, the IPU is leading global efforts to strengthen the role of parliaments in development cooperation. As part of this, a Parliamentary Forum will be held during HLM2 on 29 November. The Parliamentary Forum will: Review the Global Partnership’s progress towards meeting its commitments on effective development cooperation, particularly those concerning parliaments; Highlight the ways in which parliaments can contribute to effective development cooperation as key national-level partners; Articulate a parliamentary perspective on the key elements of development cooperation, such as foreign aid (official development assistance), domestic resource mobilization, public-private partnerships, countering illicit capital flows and fighting corruption. The Parliamentary Forum will conclude with a Statement to HLM2.
