According to Rules of Procedure of the Senate B.E. 2551, The Senate Standing Committee on Human Rights, Rights and Liberties and Consumer Protection shall have the powers and duties to consider bills, carry out activities, investigate or study any matter concerning fostering of co-operation and co-ordination among Government Agencies, private organizations and other organizations in the field of human rights, including monitoring and examination of commission or omission which violated human rights and liberties, consumer's trouble problems and other related matters. |
Membership |
The Committee consists of not less than nine and not more than 15 members, selected from among the senators. Members hold office for one and half year term. |
Working methods |
The Committee itself selects matters for consideration. It must, however, consider any matter which the Senate refers to it. Its meetings are held in camera, except when the Committee Chair allows others to attend the meetings. The Committee may seek information from competent persons or organisations, organise seminars and conduct on-site investigations as well as study trips to Thai provinces or abroad. The Committee may also set up subcommittees to consider specific subjects. Resolutions are adopted by simple majority vote. The Committee implements them by submitting them to the organisations or persons concerned. The Committee also reports to the Senate. |

The Committee reports to the Senate, which considers the issues it submits. |
Relations with external bodies |
The Committee collaborates with related Government agencies to exchange information, and seeks opinions from state institutions such as the Court of Justice, the Office of the Attorney General, the Office of the Commissioner-General, the Royal Thai Police and the Office of the National Human Rights Commission. It also cooperates with NGOs. The Committee sometimes organises human rights seminars. |
