Mandate |
The Committee's mandate is to examine individual complaints, prepare legislative proposals, disseminate information, supervise compliance with relevant national and international standards, and discuss the human rights situation at home and abroad. |
Membership |
There are 20 members of the Committee, who are elected by the House of People's Representatives for a five-year term and are drawn from the different political groups. |
Working methods |
Items of the agenda are proposed by members of the House and by members of the Committee. The Parliament and the House may refer issues and specific cases to the Committee. Meetings are in public or in private according to the nature of the issue to be debated. The Committee has the right to summon government officials to hearings and to on-site inquiries. Proposed decisions are put before the House which takes final decisions. |
Relations with other parliamentary bodies |
Communication with other parliamentary bodies is through joint parliamentary standing committees, leadership meetings and other formal and informal meetings; other means of communication include exchanges of letters and memoranda with other committees and the Parliament. |
Relations with external bodies |
An Ombudsman and human rights commissions have been established and are accountable to the Standing Committee on Legal and Administrative Affairs. These commissions are now being organised. Judicial institutions and other governmental and non-governmental organisations work closely with the Committee. |
Subjects dealt with |
The cases of members of parliament suspected of crimes and requiring to be investigated through due process of law were reviewed by the Committee and proposals were submitted to the House to lift their parliamentary immunity. The Committee also examined appeals related to human rights, supervised the activities of the police force, and monitored the cases of certain arrested persons and convicted prisoners. |
