ENHANCING SOCIAL DEVELOPMENT:
A REVIEW OF PARLIAMENTARY ACTION TO IMPLEMENT THE COMMITMENTS MADE AT THE WSSD

Order form The brochure was published by the IPU in advance of the "Copenhagen +5" Special Session of the United Nations General Assembly (Geneva, June 2000). It contains an unabridged version of the analysis of replies to the IPU questionnaire on parliamentary action to follow up the World Summit for Social Development, a synopsis of respondents' data presented in the form of a table, as well as the full text of the conclusions and recommendations drawn up by the second Tripartite Meeting of representatives of parliaments, governments and intergovernmental organisations held by IPU in New York in March 1999.

The brochure was prepared by the IPU with the assistance of the United Nations Research Institute on Social Development (UNRISD).

PARLIAMENTARY SEMINAR:
RELATIONS BETWEEN MAJORITY AND MINORITY PARTIES IN AFRICAN PARLIAMENTS

Order form This publication is a report of a seminar that took place in Libreville (Gabon) from 17 - 19 May 1999. The seminar provided a unique opportunity for African parliamentarians (over 200 from 21 countries), from both governing and opposition parties, to discuss ways and means of improving relations between the two sides with a view to greater efficiency in the work of the parliament.

Discussions dwelt on the state of relations between government and the opposition, the respective role, responsibilities and rights of each side as well as the situation of independents and members of parliament who change party allegiance after elections.

This publication contains, inter alia, the texts of the presentations made by the resource persons, excerpts from speeches made by the participants and a summary of the proceedings by the President of the seminar. It also contains the text of the 'Guidelines on the rights and duties of the opposition in Parliament', a ground-breaking document which, as its title indicates, seeks to provide a model legal framework for the work of the parliamentary opposition.

IPU-FAO CONFERENCE IN ROME

Order form This illustrated brochure reports on the work of the Specialised Inter-Parliamentary Conference on "Attaining the World Food Summit's objectives through a sustainable development strategy" organised by IPU with the support of FAO and hosted by the Italian Parliament in Rome from 29 November - 2 December 1998.

In addition to excerpts from the debates on the three substantive themes of the Conference, the brochure contains the full text of the Final Document adopted unanimously by representatives of the nearly 80 national parliaments participating in the Conference, texts of the background document prepared by FAO as well as written contributions by the keynote speakers.

WORKSHOP ON MULTI-PARTY GOVERNMENT
SUVA, FIJI, 26-28 MAY 1998

Order form This workshop was organised at the request of the Fiji Parliament as a means of mobilising international inputs into preparations for the implementation of the new Constitution which provides, among other things, for the establishment of a multi-party cabinet taking into consideration the composition of the Parliament following the outcome of the parliamentary elections. It brought together members of both Houses of the Fiji Parliament as well as senior parliamentary and government officials and focused on the formation and functioning of multi-party cabinets, drawing on the experience of other countries.

This publication contains the texts of the introductory presentations by the resource persons as well as a summary of the conclusions of the workshop.

WORLD DIRECTORY OF PARLIAMENTARY HUMAN RIGHTS BODIES (1998)

Order form Issued on the occasion of the 50th anniversary of the Universal Declaration on Human Rights, this reference work is the second update of the first edition, which appeared in 1990. It contains information on the bodies existing in parliaments to deal with human rights questions (nature, composition, terms of reference, etc.), as well as on the various informal parliamentary groups dealing with these issues.

POSITIONS REGARDING HUMAN RIGHTS ISSUES TAKEN BY THE INTER-PARLIAMENTARY UNION IN RECENT YEARS

Published on the occasion of the 50th anniversary of the Universal Declaration of Human Rights, this work (in English and French) is something of a manual of the Inter-Parliamentary Union's jurisprudence on all issues relating to human rights. Based on a series of quotations from official documents, it highlights the positions taken on the general principles of human rights, those covering the institutional treatment of human rights (with special emphasis on action by Parliament), those relating to each of the Articles of the Universal Declaration on Human Rights and on certain leading questions such as impunity.

UNIVERSAL DECLARATION ON DEMOCRACY

Order form This pocket-size pamphlet contains the Universal Declaration on Democracy which was adopted by the IPU Council in September 1997. The Declaration is the first text on democracy ever to be adopted at the world-wide level by politicians and defines its parameters and establishes its scope. In separate sections it sets out the principles of democracy, the elements and exercise of democratic government, and the international dimension of democracy.

TOWARDS PARTNERSHIP BETWEEN MEN AND WOMEN IN POLITICS

An illustrated publication reporting in full on the work of the Specialised Inter-Parliamentary Conference on "Towards Partnership Between Men and Women in Politics", held 14-18 February 1997, in New Delhi with the participation of an equal number of women and men politicians from 78 countries.

Its 136 pages contain the New Delhi Declaration summing up the Conference's many ideas and proposals on how to address the current gender gap in politics and the resulting democratic deficit; the text of speeches and interventions made; summaries of the work of the Media Round Table, Thematic Discussions, and Regional Workshops that took place during the Conference; comments from participants on topics such as democracy, partnership, the electoral process, financing of electoral campaigns, and the image of women politicians in the media, and the full list of participants.

MEN AND WOMEN IN POLITICS : DEMOCRACY STILL IN THE MAKING

Order form Balanced participation of men and women in political life is henceforth perceived as one of the hallmarks of full-blown democracy. Through the study of statistical data and comments transmitted by national parliaments and political parties, a world comparative study, supplemented by a poster, takes stock of the situation in three major fields:

MEN AND WOMEN IN POLITICS (POSTER)

Order form Accompanying the comparative world study entitled "Men and women in politics: Democracy still in the making" (but available separately), the poster shows on a world map the current distribution of seats between men and women in the world's parliaments as at 1 January 1997.

It also shows the world chronology of when women were granted the right to vote and to stand for election, indicates how the presence of women in parliament has evolved over the last 50 years, and takes stock of the situation with regard to women presidents of a parliamentary assembly as at 1 January 1997 and since 1945.

INTER-PARLIAMENTARY CONFERENCE ON EDUCATION, SCIENCE, CULTURE AND COMMUNICATION ON THE EVE OF THE 21st CENTURY

Order form An illustrated brochure on the work of the "Inter-Parliamentary Conference on Education, Science, Culture and Communication on the Eve of the 21st Century", held at UNESCO headquarters in Paris, on 3-6 June 1996, and organized jointly by the IPU and UNESCO.

The brochure summarizes the specialized conference's work, and includes extracts from the experts' reports and from MPs' interventions made during the debate. It also contains the full text of the conference's Final Document, entitled "The Parliamentary Vision for Education, Culture and Communication on the Eve of the 21st Century".
