CONFERENCE

Organized jointly by the Inter-Parliamentary Union, the Parliament of Fiji and the German Parliament


The next United Nations Climate Change Conference, commonly known as COP23, will take place from 6 to 17 November 2017 in Bonn, Germany, under the presidency of Fiji. The session will be an event of global importance; the second one on the long road to practical implementation of the Paris Agreement concluded in December 2015.

The IPU, the Parliament of Fiji and the German Parliament will organize a Parliamentary Meeting on the occasion of the Climate Change Conference in Bonn. The Meeting in Bonn will be held with a view to providing parliamentarians with an opportunity to obtain first-hand information on the main issues and orientations of COP 23, interact with experts and negotiators directly involved in the UNFCCC decision-making process, gain better knowledge of the recommendations included in the IPU's Parliamentary Action Plan on Climate Change and discuss ways of ensuring implementation of the Paris Agreement.

The Parliamentary Meeting will take place on Sunday, 12 November, on the premises of the University of Bonn. The languages of the meeting will be English and French.

Important notice: The IPU, the Parliament of Fiji and the German Parliament are not in a position to facilitate accreditation to COP23 or provide visa support for entry into Germany. Those matters are to be handled by each delegate individually, as part of the overall COP23 accreditation procedure.

About the draft outcome document:The co-Rapporteurs of the Parliamentary Meeting, Ms. Bärbel Höhn and Mr. Inia Seruiratu, appointed by the Parliaments of Germany and Fiji respectively, have prepared a preliminary draft of the outcome document, as presented below. IPU Members are invited to examine the preliminary draft and provide comments and observations on its form and content by 27 October 2017 at the latest. Participants of the 137th IPU Assembly will also have an opportunity to discuss the preliminary draft outcome document during the session of the IPU Standing Committee on Sustainable Development, Finance and Trade. The session will take place in St. Petersburg on 16 October 2017. The co-Rapporteurs will then finalize the draft and the IPU will publish it on its website ahead of the Meeting in Bonn.
Due to the close proximity of the dates of the IPU Assembly and the Parliamentary Meeting in Bonn, it will not be possible to invite new amendments on the revised draft outcome document. Delegates to the Parliamentary Meeting in Bonn will be able to submit additional amendments on the spot in an individual capacity. Those amendments should be editorial and should not impact the document’s overall scope or nature. The draft outcome document will be presented to the closing session of the Parliamentary Meeting on 12 November with the intention of adopting it by consensus.
