The Committee's members are appointed each year at the first public meeting of the spring session. |
| Mandate |
The Committee on Social Concerns and Miscellaneous Affairs studies all texts relating to labour and social law. It also deals with all health matters and gives an opinion on all matters that, even though they are not the subject of future legislation, directly affect the population of Monaco (pensions, medical conventions, etc.).
In the framework of its attributes, the Committee can therefore be called upon to deal with HIV/AIDS-related questions and to give an opinion on or formulate suggestions for the government's work to prevent and combat HIV/AIDS.

| Working methods |
The Committee generally sets its own agenda, which may therefore cover HIV/AIDS-related matters. It deliberates independently. It produces confidential records of its meetings which are communicated by the Secretary General only to the members of the National Council. Its deliberations are not open to the public.
The Committee is not authorized to organize on-site inspections. It is, however, authorized to hear or question government officials or associations (see Relations with external bodies).
There is also a working group on health that meets with the Government to examine all matters relating to the country's health policy.
Bills and private member's bills are sent to the Committee after public meetings.
After having discussed a specific matter, a bill or a private member's bill submitted to it, the Committee designates one of its members to draw up a report for the National Council.
Reports on bills or private member's bills establish whether the law should be adopted, rejected or amended. The texts are subsequently submitted for debate and examination by the National Council.

| Relations with other parliamentary bodies |
If the Committee has been asked to examine a matter of substance, it can request the opinion of another committee on that matter.
Any committee that considers itself competent can give its views on a matter of substance being examined by another committee.
In either case, the committee asked to give its opinion designates a rapporteur who is entitled to take part in an advisory capacity in the deliberations of the committee examining the matter of substance.
Participation in the Committee is open to all parliamentarians. However, parliamentarians taking part in committees of which they are not members are not entitled to participate in the discussion or to vote, and they must ask the Committee Chair for permission to take the floor.

| Relations with external bodies |
The Committee can question the Government or one of its members. The relevant request is sent to the Secretary of State by the President of the National Council (the Government can be assisted by officials or experts of its choosing).
The Secretary of State and the Government's Councillors are heard by the Committee on request.
The Committee can also hear representatives of associations or non-governmental organizations in connection with HIV/AIDS issues.

| Subjects dealt with |
When the primary budget is studied, the Committee's members examine changes in the budget allocations relating to the prevention of and information on HIV/AIDS and to the treatment of HIV/AIDS patients.
The Committee's members also examine changes in the budget allocations relating to the attribution of subsidies to certain non-governmental organizations whose activities are to combat HIV/AIDS.
