Mandate |
The Education and Youth Committee examines all matters relating to educational and recreational policy for young people, all legislative concerns relating to young people and more generally all public activities relating to education and young people.
The Committee sends the Government requests for action to spread information on and prevent HIV/AIDS among young people.

Working methods |
The Committee sets its own agenda, which may therefore cover HIV/AIDS-related items. It deliberates independently. It produces confidential records of its meetings which are communicated by the Secretary General only to the members of the National Council. Its deliberations are not open to the public.
The Committee is not authorized to organize on-site inspections. It is, however, authorized to hear or question government officials, associations or anyone requesting a hearing (see Relations with external bodies).
Bills and private member's bills are sent to the Committee after public meetings.
Once it has considered a specific matter, a bill or a private member's bill submitted to it, the Committee designates one of its members to draw up a report for the National Council.
Reports on bills or private member's bills establish whether they should be adopted, rejected or amended. The texts are subsequently submitted for debate and examination by the National Council.

Relations with other parliamentary bodies |
If the Committee has been asked to examine a matter of substance, it can request the opinion of another committee on that matter.
Any committee that considers itself competent to do so can give its views on a matter of substance being examined by another committee.
In either case, the committee asked to give its opinion designates a rapporteur who is entitled to take part in an advisory capacity in the deliberations of the committee examining the matter of substance.
Participation in the Committee is open to all parliamentarians. However, parliamentarians taking part in committees of which they are not members are not entitled to participate in the discussion or to vote, and they must ask the Committee Chair for permission to take the floor.

Relations with external bodies |
The Committee can question the Government or one of its members. The relevant request is sent to the Secretary of State by the President of the National Council (the Government can be assisted by officials or experts of its choosing).
The Secretary of State and the Government's Councillors are heard by the Committee on request.
The Committee can also hear representatives of associations or non-governmental organizations in connection with HIV/AIDS issues.

The Committee's attributes concern information on and prevention of HIV/AIDS among young people.
The Committee can question the authorities (agencies dealing with young people, schools, etc.) about the preventive measures taken to heighten young people's awareness of HIV/AIDS.
