The Committee examines draft legislation and considers all matters relating to health and the environment submitted to it by decision of the presidents of the parliamentary groups. It has three months to do this.
On 3 September the Committee was designated as the committee competent to deal with all matters pertaining to HIV/AIDS.

Membership |
The Committee is made up of seven parliamentarians.
Political representation on the Committee is in proportion to the number of parliamentarians in each parliamentary group.
The number of members of each parliamentary group is decided by the Bureau of the General Council in agreement with the presidents of the parliamentary groups, who decide by the weighted vote system.
At present, the Committee has 3 members from the Liberal parliamentary group, 2 members from the Social Democrat parliamentary group and 1 member from the Democratic Centre-21st Century parliamentary group.
In Andorra, parliamentarians serve for 4 years, but the parliamentary groups can change their committee representatives in the course of the legislature.
Parliamentarians may attend the meetings of all committees of which they are not members as observers, but they may not take the floor or vote.

Working methods |
The Committee studies and discusses topics and draft and proposed laws that are submitted to it, in accordance with the General Council's Standing Orders, on decision of the presidents of the parliamentary groups.
The items to be discussed are listed on the agenda, which is drawn up by the Committee Chair.
The Committee is a permanent body of the General Council and its chief functions relate to the legislative process and oversight of government action. Each member of the Committee is entitled to one vote. The Committee's decisions are taken by a majority.
The Committee can ask to hear members of the government, authorities or public officials on topics they are competent to discuss by virtue of the subject matter or their position.
The Committee's sessions are public. Only meetings convened to prepare the reports to be submitted to the plenary assembly are not public.
Under Article 49 of the General Council's Standing Orders, the Committee can, at any time and via the Speaker of the General Council, ask the government, the authorities or public officials for any information or documents it considers it needs to discharge its mandate and can require their presence to obtain information on matters under their responsibility.

Relations with other parliamentary bodies |
Official relations and interaction with other parliamentary bodies are governed by the Standing Orders.
Informal interaction is based on personal contacts and consultations.

Relations with external bodies |
The Committee can ask the government or any other authority or public official for any information or document it considers necessary. It can also require the presence of members of the government or public officials. It cannot require the presence of members of the judiciary. |
Subjects dealt with |
Since the start of this legislature, the Committee has held public hearings with the head of the Ministry of Health, Social Affairs and the Family, to obtain information on plans to fight the flu pandemic (regular update), the Andorran health system, the National Health Plan and medical transports.
The draft legislation it is scheduled to study and discuss includes a draft law on food safety and a draft law amending the General Health Law.
