Mandate The mandate of the Committee includes: "All matters directly and principally relating to domestic and foreign trade, intellectual property rights, patents, trade names and trade marks, standards, weights and measures, designs, quality control, consumer protection, prices and marketing of commodities, handicrafts and cottage industries, and the development, regulation and diversification of industry and investments" (section 28, Rule IX of the Rules of the House of Representatives under the thirteenth Congress).
Membership The Committee is composed of 75 members who are nominated by the majority and minority leaders. The Committee is presided over by a Chairperson who is assisted by six Vice-Chairs, each of whom is also designated as Chair of one of the six subcommittees.
Working methods At the start of each Congress, the Committee draws up its legislative agenda principally based on national priorities. Deliberations on proposed legislation are generally conducted in public hearings with all relevant stakeholders invited to present their views and comments. Committee reports are then generated from these hearings and are subsequently submitted for plenary debate.
Relations with other parliamentary bodies The Committee directly interacts with its counterpart Senate Committee during bicameral deliberations of bills on the same subject matter. It also coordinates with other Committees in the House of Representatives in the deliberation of related measures.
Relations with external bodies The Committee maintains a healthy partnership with the executive branch, particularly through the Department of Trade and Industry and other related agencies. Likewise, the Committee regularly receives invitations to attend and has represented the Philippine Legislature in major intergovernmental negotiating forums such as WTO Ministerial Conferences.
Subjects dealt with Issues dealt with by the Committee include the enactment of a fair competition/anti-trust law; measures on promoting investments and exports; and consumer protection.
