The Select Committee on Agriculture and Food of the Dáil Éireann (Lower House) and the Select Committee on Agriculture and Food of the Seanad Éireann (Upper House) are joined to form the Joint Committee on Agriculture and Food. The Joint Committee has a wide remit but there is no specific mandate with regard to international trade.
The Joint Committee considers matters which come under the jurisdiction of the Ministry for Agriculture and Food. In the area of international trade, the Joint Committee on Agriculture and Food is appointed to consider proposals contained in any motion concerning international agreements and proposals for EU legislation and related policy issues.

| Membership |
The Committee is composed of 15 members: 11 from the Dáil Eireann and four from Seanad Eireann. The Chairman of the Joint Committee is a member of the Dáil Éireann.
The members are nominated by the party whips in the Dáil and by the Committee on Selection in the Seanad and are appointed and discharged by way of motion to the Houses.

| Working methods |
The Committee agrees a work programme for each year. The Committee agrees the content for each meeting consistent with this annual work programme.
The Committee is empowered to take oral and written evidence and to print and publish minutes of such evidence and related documents; to invite and accept written submissions; to appoint sub committees; to draft recommendations for legislative change and new legislation, to consider proposals for EU legislation; to require the attendance of ministers to discuss current policies; to require the attendance of ministers to discuss proposed legislation; to require the attendance of principal office-holders in State-funded bodies (subject to certain constraints); to engage consultants and to undertake travel.

| Relations with other parliamentary bodies |
Under the provisions of the Standing Orders, all Committee activities should be directed towards the preparation of a report to the Houses. Typically, a Committee is required under its Orders of Reference to report opinions on matters falling within its remit "for the information and assistance of the Houses". |
| Relations with external bodies |
The Joint Committee can consider such public affairs administrated by the Department of Agriculture and Food as it may select, including, in respect of government policy, bodies under the aegis of the Department.
The Minister for Agriculture and Food (or a minister or minister of State nominated in his/her stead) is entitled to vote in the Joint Committee decision-making process.

The following subjects have been dealt with: the consolidation of single-farm entitlement payments for potato growers, special beef premium penalty on livestock farmers, adoption of conservation agriculture systems, and the closure of the Carlow sugar factory. |
