ESTABLISHMENT: The Committee was established by the Ordinance on the Establishment and Tasks of National Assembly Working Bodies of 17 November 2004, adopted by the National Assembly (in each parliamentary term).
MANDATE: The Committee deals with draft laws and other Acts and issues pertaining to: - labour relations and labour-related rights; - employment and vocational training; - the family, social affairs and disability care<br>· war disabled persons, war veterans, victims of war and war grave sites<br>· other issues dealt with by the competent ministry |

The Committee has 17 members. Only elected deputies may become members of the Committee.

Working methods |
The basis for the work of the Committee is the Ordinance on the Establishment and Tasks of National Assembly Working Bodies and the Rules of Procedure of the National Assembly. Such Ordinance is adopted by the National Assembly on the proposal of the Council of the President of the National Assembly. The Council also determines the number of members. A working body discusses the issues that pertain to its scope of work and submit them to the National Assembly as the responsible working body. Other working bodies may consider such issues as the working bodies concerned. The President of the National Assembly determines the working body responsible for dealing with a particular issue. The working body responsible must be informed of all proposals, initiatives and questions put to it by civil society. Generally, the meetings of working bodies are open to the public. In order to gather information, a working body may organize public presentations of opinions and invite experts and other persons who might provide useful information. |
Relations with other parliamentary bodies |
The working body may be interested in any issue that it judges to pertain to its scope of work (under the Ordinance or broadly). If interested, it sends its opinion to the working body responsible, and may table amendments. |
Relations with external bodies |
Government representatives are invited to all meetings, while the representatives of civil society, including of non-governmental organizations (NGOs), are invited to meetings examining issues that concern them. The floor is only given to invited persons; other interested persons may attend the meeting but have no right to speak.Article 115(4) of the Rules of Procedure states that: "In the text of articles, feminine and masculine forms should be used in those first articles or chapters of the draft law which define the primary subjects of the draft law, together with an explanation that thereinafter the masculine form would be used". |

As a rule, the Committee deals with labour, the family, social affairs, the disabled and employment. When the competent ministry prepared the Resolution on the National Programme on Gender Equality, the Committee was designated as the working body responsible for such an Act, although the issue lies more within the scope of work of the Commission for Petitions, Human Rights and Equal Opportunities, which in this particular case acted as the working body concerned. |
