The body was created by decision of the plenary assembly in December 2001 (Article 43A of the Standing Orders of Parliament). It is a special permanent committee and become operational at the begining of each regular session of Parliament.
According to Article 43A of the Standing Orders, the Committee is responsible for :
- Studying, researching and submitting proposals in the field of equality and human rights, as well as for monitoring the application by the government of the principle of gender equality, especially with regard to employment issues and respect for human rights, as stated by Article 4, section 2, and Article 116, section 2, of the Constitution;
2- Identifying the needs and problems of youth, submitting relevant proposals to any competent national or European body, promoting cooperative action between the Hellenic Parliament and other international institutions on youth issues, promoting initiatives concerning the free development of personality as well evaluating any opinions expressed during the annual session of the Youth Parliament.
The Committee of Equality, Youth and Human Rights also includes a sub-committee on issues of disabled persons. This sub-committee is responsible for the identification of the problems faced by disabled persons as well as for the establishment of equal opportunities as regards the access to social, economic, cultural and other goods of life, while is also responsible for the submission of proposals for the improvement of the existing institutional framework

| Membership |
The Committee consists of 17 Members of Parliament. The Speaker appoints all members, based on a proposal from the political parties and on their level of parliamentary power, at the beginning of each regular session.

| Working methods |
The Committee works on subjects, relevant to its mandate, in accordance to the provisions of the Standing Orders. At the end of every session submits an annual report at the Plenum. After the examination of a subject, the committee may also submit a recommendation at the Speaker of the House.
Members of the executive, heads of ministerial departments, members of municipal authorities, labor unions and other social organizations may be called by the Committee whenever deemed necessary.
The Committee (or its sub-committees) may decide or deliver an opinion on any issue submitted by the Conference of Presidents as well as on any other matters that come under its competence as this is defined by the Constitution or the Standing Orders.
The meetings are broadcasted by the Parliament's television channel.

| Relations with other parliamentary bodies |
The Committee has close links with its sub-committees (when established) and the other parliamentary committees with regard to information sharing, which is necessary for the fulfilment of its mandate. |
| Relations with external bodies |
The Committee is not part of a broader national gender machinery to promote gender equality. It is entitled to hold hearings, whenever necessary, involving, for instance, members of the government, the Ombudsman, the National Human Rights Commission and non-governmental organizations (NGOs). |

The Committee has submitted reports at the Plenum for the following issues:
- Trafficking.
- Policies on immigration, clandestine immigrants and asylum seekers in Greece and the European Union.
- Creation of a legal framework to combat against the trade of human organs and enforce the framework of organs donation.
- Low birth rates in Greece, social protection and social security.
- Protection of single mothers and creation of a legal framework to deal with relevant issues.
- Juvenile delinquency.
- Protection of children and adolescents.
- Support of agricultural families.
- Adoptions legal framework.
- Disabled persons.
- Custody of infants and parental rights
- Protection of pregnancy
