Mandate Pursuant to the ordinance regarding its establishment and tasks of National Assembly working bodies, the Commission for Petitions, Human rights and Equal Opportunities: deals with citizens' complaints and proposals regarding the implementation of laws and other acts; it discusses complaints regarding individual issues and intervenes with the competent bodies; it examines applications, complaints and other initiatives of general significance presented by citizens to the National Assembly and other bodies, and identifies the reasons therefor; it informs the competent working bodies of the National Assembly about circumstances arising in the application of laws and proposes appropriate measures for an effective exercise of the rights, duties and legal interests of citizens; it monitors and examines issues concerning the implementation of the policy of equal opportunities and the equal participation of women and men in all spheres of social life and work; monitors the fulfilment of Slovenia's international obligations relating to human rights; discusses regular annual and special reports by the Ombudsman of human rights as well as reports by other bodies reporting to the National Assembly, if such refer to the exercise and implementation of human rights and fundamental freedoms; as a working body concerned, it discusses draft laws and other acts relating to human rights and fundamental freedoms, and equal opportunities.
Membership The Commission for Petitions, Human Rights and Equal Opportunities has a Chair, a Deputy Chair, and five members.
Working methods The Commission for Petitions, Human Rights and Equal Opportunities discusses the received petitions, complaints and applications on the basis of two-month bulletins of information prepared by the Commission's technical service. The bulletin of information is an overview of all applications received. Each application contains the applicant's abbreviation, a brief explanation of the issue and the description of the expert work done. The Commission's technical service deals with each file immediately upon the receipt thereof. The necessary inquiries are carried out before the competent bodies, together with talks and field examinations, if necessary. The Commission adopts the two-month bulletin of information with a decision. The Commission may decide to discuss an individual issue as a separate item of the agenda. In such case, the technical service prepares a detailed information on the issue and, if possible, provides additional documentation. In relation to issues which the Commission examines in detail, opinions, positions and recommendations are adopted. The Commission permanently monitors the issues concerning the exercise of human rights and fundamental freedoms and issues pertaining to the implementation of the policy of equal opportunities and equal participation of women and men in all spheres of social life and work, and solves such issues promptly. It also responds to concrete proposals relating to such issues. The Commission decides on the particular activities in connection thereto promptly. The Commission discusses regular and special reports by the Ombudsman of human rights in accordance with the programme of work of the National Assembly. The Commission reports its findings obtained in the solution and examination of issues which come under its jurisdiction to the working bodies responsible, calls their attention to possible defects in the application of laws, and proposes appropriate measures. As a working body concerned, the Commission for Petitions examines laws and other documents under discussion by the National Assembly, in accordance with the decision of the Commission or its Chair. The Commission for Petitions, Human Rights and Equal Opportunities cooperates with other countries in and outside the European Union as regards issues relating to petitions, human rights and equal opportunities.
Relations with other parliamentary bodies The Commission for Petitions, Human Rights and Equal Opportunities cooperates with other parliamentary working bodies in areas directly or indirectly related to human rights, fundamental freedoms and equal opportunities.
Relations with external bodies The Commission for Petitions cooperates with the Government and other State authorities, public institutions, public undertakings and public funds, and asks them to provide explanations and data it needs in its work. The Commission also cooperates with institutions whose work is related to human rights, fundadmental freedoms and equal opportunities, and with experts and representatives of the public concerned.
Subjects dealt with Applications and complaints, laws and other acts relating to human rights and equal opportunities, international cooperation in relation to human rights, fundamental freedoms and equal opportunities. The Commission regularly discusses citizens' petitions, annual reports by the Ombudsman of human rights and carries out activities related to equal opportunities and gender equality.
