Elections were held for all the seats in Parliament on the normal expiry of the members' term of office. | |

General elections had previously been held on 26 December 1983 and Parliament's term would normally have expired on 8 January 1989. Presidential decree no. 482/C4 of 2 August 1988 set the dates of the presidential and legislative elections, the first for 19 December 1988.
At the sixth congress of the ruling National Revolutionary Movement for Development (MRND – Mouvement révolutionnaire national pour le développement), held from 26 to 29 June 1988, the President of the Republic, Major-General Juvénal Habyarimana, was re-elected President of the MRND (which he had founded) and, consequently, nominated once again as sole presidential candidate. Legislative polling was preceded by compilation of the Council candidates list by prefectures' congresses (on 4 November), definite selection therefrom by the President (19 November) and a one-month campaign. On polling day, the MRND gained the overwhelming support of 99.98% of the electorate. Altogether 26 former members lost their seats, replaced by an equivalent number of newcomers. On 15 January 1989, President Habyarimana reshuffled his Cabinet; it included 10 Minister-Deputies. |
