Elections were held for all the seats of the Parliament following the premature dissolution of this body on 1 January 1997. General elections had previously been held in December 1993. | |

|
Following the previous (December 1993) general elections, Parliament expressed a vote of no-confidence in the Head of Government, Mr. Oscar Ribas Reig (National Democratic Grouping - AND) in November 1994 in opposition to his proposed budget and tax legislation. Mr. Ribas Reig thereupon immediately resigned and was succeeded by Mr. Marc Forné Molne, leader of the Liberal Union (UL), who headed a minority Government until 1 January 1997 - the date of the premature dissolution of Parliament ; this dissolution had been suggested by the opposition forces.
During the campaign, both the UL and the AND promised to consider allowing more foreign investment in the country and to introduce income taxes ; these issues dominated the pre-election debate. On polling day, the UL swept to victory with 16 of the 28 legislative seats to 6 for the AND. On 21 March, Mr. Forné was re-elected Head of Government, obtaining 18 votes. |
