Procedure to be followed :
Under the terms of Assembly Rule 11.2(a), "A request for the inclusion of an emergency item must relate to a major event of international concern on which it appears necessary for the IPU to express its opinion. Such a request must receive a two-thirds majority of the votes cast in order to be accepted." Moreover, Assembly Rule 11.2(b) stipulates that "The Assembly may place only one emergency item on its agenda. Should several requests obtain the requisite majority, the one having received the largest number of positive votes shall be accepted."

Members are kindly requested to take note of the following timetable for the circulation of the co-Rapporteurs’ draft reports and draft resolutions, as well as of the deadlines for the submission of suggestions and/or comments on the draft report and of amendments to the draft resolutions

13 January 2006 The IPU Secretariat will circulate the draft reports and preliminary draft resolutions to all IPU Member Parliaments.
20 February 2006 Deadline for the submission of suggestions and/or comments on the draft reports and for the submission of amendments to the preliminary draft resolution.
20 March 2006 The IPU Secretariat will submit the reports and the revised draft resolutions to all Members.
15 April 2006 The IPU Secretariat will circulate to all Members any proposals for amendment of the revised draft resolutions that have been received since 20 March.
30 April Deadline for the submission of amendments to the revised draft resolutions
To facilitate work on the revised draft, Members are kindly requested to submit all proposals for amendments to the preliminary draft resolution by 20 February 2006. Delegations wishing to amend the text after that date are requested to await the publication of the revised draft on 20 March, and to refer to that updated text in submitting their proposals.
