SUPPORT FOR THE INTERNATIONAL CONFERENCE ON ASSISTANCE TO AFRICAN CHILDREN

Resolution adopted without a vote by the Inter-Parliamentary Council at its 151st session
(7-12 September 1992)


The Inter-Parliamentary Council,

Concerned at the impact of the international economic situation, specifically on children, their mothers and their families, in developing countries,

Bearing in mind that drought and other serious economic and political problems are making it virtually impossible for many African countries to maintain the level of resources needed for social programmes, particularly those benefiting children,

Aware that the forthcoming International Conference on Assistance to African Children is Africa's response to the World Summit for Children pursuant to a resolution on the implementation of the African Decade for Child Survival, Protection and Development, adopted by the Heads of State or Government at the Summit of the Organization of African Unity held in Abuja, Nigeria, in June 1991,

1. Supports the convening of an International Conference on Assistance to African Children by the Organization of African Unity on 25-27 November 1992 in Dakar, Senegal;

2. Calls on members of the Inter-Parliamentary Union from donor countries to encourage high-level and active participation by their countries in the International Conference on Assistance to African Children;

3. Calls on members of the Inter-Parliamentary Union to encourage the relevant bilateral and multilateral institutions to provide additional resources and implement appropriate schemes that might be used to support additional efforts in developing countries in promoting child survival, protection and development;

4. Calls on governments to implement the International Convention on the Rights of the Child and to give special attention to children facing particularly difficult circumstances.
