Latin American parliaments have faced major challenges in establishing effective parliamentary oversight of the security sector. More specifically, countries in the region have had to grapple with transforming civil-military relations and embedding the security sector firmly in a democratic structure in which effective parliamentary oversight is the norm rather than the exception. While a variety of successful steps have been taken in this direction, more needs to be done to consolidate such oversight.

The Seminar was organized jointly by the Inter-Parliamentary Union, the parliaments of Uruguay and Argentina and the Geneva Centre for the Democratic Control of Armed Forces (DCAF). Over 70 parliamentarians from 13 national and regional parliaments in Latin America identified good practices for effective parliamentary oversight in this field, and discussed ways of overcoming obstacles that are encountered. They also addressed new security threats that demand a parliamentary response.
